According to the latest circular from the Saudi Authority of Standards (SASO), all goods exported to Saudi Arabia must be submitted through the SABER system and obtain a Product Certificate of Conformity (PCoC) and a Batch Certificate of Conformity (SCoC) as of January 1, 2025.
SABER certification is a mandatory product certification system in Saudi Arabia, which aims to ensure that imported goods meet Saudi standards and regulations in terms of quality, safety and environmental protection. All products sold in Saudi Arabia, including but not limited to machinery and equipment, must pass the SABER certification process.
The process of applying for a SABER-SC certificate generally includes the following steps:
Importer initiates the application. Before the goods are shipped, the importer needs to submit the application for the SC certificate using the SABER system.
Validate the PCoC certificate The SABER system verifies that the product has passed the PCoC certification process by checking the validity of the associated PCoC certificate for the batch.
The importer who pays the certification fee is required to pay for the certification service of the SC certificate.
After the issuance of the SC certificate is verified by the certification authority, the SABER system will generate and issue the SC certificate online.
SABER is divided into two parts: PC (Product Certificate) and SC (Shipment Certificate). PC is a product certificate with a one-year validity period. SC is a batch certificate for customs clearance.
